Each year, credit union members elect volunteers from among the membership to serve on the Board of Directors. This year, four positions are open for terms of three years. If there are no more nominees than positions available, ballots will not be sent out, and there will be no nominations from the floor. The nominees will be declared elected by consent at the Annual Membership Meeting on Saturday, May10, 2025. If we have more nominees than open positions, an election will be conducted by ballot to all members of the voting age according to our bylaws (16 years of age and over).
Other members interested in running for election may submit a petition signed by 298 creditunion members. (This number equals 1% of our membership as of December 31, 2025*)
Petitions must include signatures and account numbers for membership verification. Petitions submitted must also include a brief biographical statement of qualifications ,including the petitioner’s affiliation with Spectra Credit Union (and other credit unions), a statement from the petitioner of willingness to serve if elected, and career highlights. Petitions must be submitted no later than March 26, 2026.

Jeffrey Bowles, Ph.D.(incumbent) – Jeffrey Bowles has heldvarious positions at the Naval Research Laboratory over the last 30years. Starting as an Office of Naval Technology Postdoctoral Fellow, hethen spent a short period as a contractor before becoming a federalemployee. His primary work has involved building hardware and developingalgorithms and methods in the field of imaging spectrometry. He currentlyserves as a Branch Head in the Remote Sensing Division. He earned his BSfrom California State University, Northridge, and followed that with MS and Ph.D.degrees in physics from the University of California, Irvine. Jeffrey currentlyserves as the Chair of the Assets and Liability Committee and is a member ofthe Member Services and Technology Committee.
DeanMatthews (incumbent) – Dean Matthews is an entrepreneur, business leader, andtrusted advisor in cybersecurity and digital governance. He is the founder andPresident of Sympora, Inc. and has been overseeing engineering, IT, and cloud-basedsolutions across commercial, construction, financial, healthcare, government,and technology industries for more than 25 years. Dean currently serves as theAgency Lead for Identity, Credential, and Access Management (ICAM) and Securityat the Federal Trade Commission. He holds a BS in Electrical Engineering from North CarolineA&T University, a Master's in Electrical Engineering from North CarolinaState University, and an MS in Cybersecurity from New York University. Dean currently serves as a member of theMember Services and Technology Committee.
